Excess housing fee: How to seek a refund from DEWA

A guide to reverse excess charges from DEWA (Dubai Electricity and Water Authority) in existing bills.

How-to guide
1. Calculate your housing fee based on your total rent.
If the amount charged in your Dewa bill exceeds five per cent of your rent, register your updated tenancy contract with Dubai Municipality.
 2. Go to the Dewa head office near Wafi, instead of any of the other branches. The head office is the only branch that has an area for Dubai Municipality.
 3. Skip Customer Service and also ignore the machine that will give you a ticket to talk to a Dewa staff member. An hour of waiting will lead to the knowledge that you've approached the wrong department.
 4. Walk to the end of the hall. There you will find a branch of Dubai Municipality.
Go directly to Hall 2.
 5. Head to the Housing Fees counter. There is no need to take a number. Tellers will see you on a first-come, first-served basis.
 6. Present your your tenancy contract (both old and new, if required), along with a photocopy, your passport copy and your last Dewa bill with the excess housing fees.
 7. Take the two-page printout you will be presented with to the Billing Unit to get the charges reversed. Ask for a printout of what your next bill will indicate.
